I'm going with "no" as well. And note that my previous note about computing
bandwidth based on accurate RTT and accurate window calculation assumes that
you have enough pending data that you are actively driving the window to
maximum size and probing for loss. If not, then you'll just calculate your
(lower) actual consumed bandwidth.
