It is GPL. (The FAQ mentions this briefly.) The source code is on the
download page.
Yes, this system has lots of room for improvement and extension.
I was thinking of having the tail ends of the folders, for example,
/Company/SmallCompany to be a website, rather than just another
folder. And then once that is done, we could have the software execute
server-side code to serve pages. Its all a matter of "will this
project be useful".
