  Just to mention a couple of others:

  - planetlab at http://www.planet-lab.org/
  - emulab at http://www.emulab.net/

  The only restrictions seem to be that they have to approve you for
use, and approval usually entails being associated with one of the
sponsoring institutions.  If you or one of your team members are not
affiliated, you may be able to find someone at one of the institutions
that would be interested in participating in your project.  Emulab
does accept some open source projects not affiliated with
universities.

  OpenDHT, ePost, DHash, and Tapestry are several prominent projects
that are currently listed as using these testbeds.
