Though the selection happens on the client-side after the "search results"
are already sent to the client, this "localization" effect is pretty
minimal.

The chances that any of the random peer locations you receive are going to
be local is pretty low.  

Of course, a rigorous definition of what "local" means and an analysis of
the diffusion of different networks would be necessary to come up with a
confidence interval on the probability, but my experience is that you rarely
get a result from the same 3rd tier network.

	Yes. Since TCP sending rate is RTT-dependent and in BT you
have multiple concurrent TCP streams, you'll tend to send more
to the closest hosts and to receive more from them. So the peer
selection algorithms on both ends will make sure that these hosts
hosts are the preferred ones, since they will tend to give better
transfer rates.

Is there any localisation in the peers connected to within a swarm...?
For instance, if I'm in the US and there are peers spread around the
world, am I any more likely to get data from other peers in the US
than peers in, say, Japan or China?
