Thanks, that's a good read. I seem to be missing something
though. I was reading your reply to David earlier today and
you wrote -

So do I understand correctly that eventhough TCP Vegas tries to avoid
the congestion (with a secondary goal of preventing a packet loss),
it still somehow relies on the loss to control its Tx rate ?
