Ahh, consecutive losses is a great idea.  2-3 consecutive losses sounds 
like a good threshold for decreasing.  How many consecutive successes 
would you recommend for increasing?

In my glance through FastTCP, I found it rather dense, and it wasn't 
immediately apparent to me how it worked.  Could you give the 30-second 
cheat-sheet to how to use and derive delay-based congestion signals?
