You usually are only concerned about user recognizion, not
identification. That is, your interest is in "recognizing" users you
trust, but you don't need the real identity.
So the easy way could be simply use a reputation system. You download
content and if the quality pleases you, you give points to the signers.
If the content is a fake, you blacklist the signers.
Then you can trust quality simply checking signatures in the "most
trusted public keys" group.
