Yes, works great.  The hard problem is secure key distribution for
strong peer identities.  One reason I like the pre-distribution via
DVD is that you can fit tens of thousand of pub keys on a disc with
little space and it is exchanged out of band.  You could leverage
these peers for discovery of new ones online and be sure that those
exchanges are suitably protected (since they are using sessions
initialized with keys traded out of band on read-only media long
before...)

This is probably overkill for most peer network tasks, but in a
wireless environment good key distribution becomes much more important
given the ease of active man-in-the-middle attacks.
