I'm thinking that the same 1-paragraph quote that
would be fair use if embedded in a review or blog
entry commenting on it would not be fair use if
automatically harvested for webspam and mashed into
a page of similar-sized chunks of text from other
sources.

Amount and substantiality: could go either way
Effect on the market: A bunch of crap combined into a
spam page is not a substitute for any of the original
pages, but the spam page could make it harder for
some search engine users to find the original work.
