I'm not clear on what Cringely's talking about.

It sounds like he believes that if enough people get on board and put
these APs around their city, tightly enough, that you'll effectively
blanket the entire city under one umbrella essid.

I suppose the idea is that you keep the same IP address and maintain
connectivity as long as you stay in the mesh?

Also includs some rambling about a VoIP network-marketing model.
