RPM is a binary format.

Standard RPM tools ('rpm' or 'alien') require standard RPM libraries to
function.


By contrast:  a DEB is an 'ar' archive containing two tarballs and a few
standard files.  The format can be trivially unpacked on virtually *any*
Unix system with standard tools, and virtually *any* system, period, to
which standard Unix tools are ported, e.g.:  Cygwin on 'Doze.
