I have never seen a compressed pdf that could not be further compressed
20% or more with gzip.

Tying compression to document format is a stupid design decision. Both
evolve independently, my gzipped txt file evolves into a bzip2'd xml
file, while your pdf remains a badly compressed opaque document.
