Not directly, but apt-get install xautomation and you can do
something like this:

new_tab ()
{
    xte 'keydown Control_L' 'keydown Shift_L' 'key t' \
        'keyup Control_L' 'keyup Shift_L' \
        "str exec $*" 'key Return'
}
