Jason Collins came up with this term and it appeared in print in
Linux Journal in 2000.  The basic point is that if you're designing
hardware to run an OS that fails every n hours, there's no incentive
to improve it if it only fails every 10n hours.  (This might be
changing, though.  Windows 2000 is said to be capable of prolonged
uptimes -- call it the Mussolini's railroad of OSs.)
