(c) Nobody has really spent the time to maintain CVS. It has changed 
maintainers at least 3 times in the past couple years. It is such a mess
anyway that it would require a complete rewrite to become sane...
enter subversion, created by the folks that are currently maintaining
CVS (collab.net).
