It is. Many ISPs are actually blocking outgoing connections from dialup pools,
DSL customers and the like to TCP port 25 (see the NANOG list archives for
more information). Few legitimate uses for accessing outside SMTP servers
exist for home users. I don't appreciate the blocking nor do I like the
underlying logic, but it does reduce the probability of being The Spammer's
Favorite ISP.
