I run a kernel mirror and get these emails with diffs from what looks
like a ls -rl of the archive.  I poked around in my mail spool for the
last one from torvalds and found the following:

Further grepping indicates that no updates to the LATEST-IS file have
been mailed to me (but you already knew that).

You could always leave voicemail to the great penguin if your email
doesn't prompt a response fast enough.

You could also mail one of the other people with a lkams account and
see if they have access to that file, I'm not sure.  There's a list of
them in pub/linux/kernel/people.
